James R. Miller, Jr.
General Manager
James R. Miller Jr., general manager of MI-Connection, has extensive operations management experience in the telecommunications realm, including field operations, construction and maintenance of outside facilities, and installation activities. Prior to joining MI-Connection, Miller was operations/project manager at Edwards Telecommunications Inc. based in Columbia, South Carolina, and served as technical/operations manager and plant manager with Charter Communications. Over a career spanning more than two decades, he has built on his experience as an installer, technician, construction coordinator and installation supervisor to successfully manage multi-million-dollar telecommunications expansions.
Miller has completed installer technician and chief technician courses with the National Cable Television Institute, the Telecable Special Training Program-Part I with the Cleveland Institute of Electronics and “Continuous Improvement” telecable management training.

Robert S. Lackey
Operations Manager
Robert Lackey’s three decades of experience in the CATV and telecommunications industry have included technical management, project management and in-depth technical operations, maintenance and disaster recovery planning. He is skilled in operational platforms and municipal communications and has worked with various governmental agencies. He has served as general manager, systems engineer, field engineer and in other capacities for communications companies in Georgia, Florida and North Carolina. He most recently headed his own company that specialized in contract CATV engineering for head-ends, optic and RF plant/operations studies and evaluations.
Lackey has a bachelor’s degree in electrical engineering from N.C. State University, Raleigh. He holds numerous certificates, including Cisco, Terayon, DOCSIS, Advanced CATV Tests and Measurements. He is a member of the national and regional chapters of the Society of Cable Television Engineers, as well as the National Cable Television Association.
A native of the Mooresville area, Lackey has two children and resides in Statesville.
